The Adult Field Services and Adult Safety Realignment Division are comprised of nine field supervision units committed to serving Ventura County by increasing public safety. In general, clients in this Division are assessed to determine the appropriate level of supervision. A comprehensive risk and needs assessment is administered to identify and target criminogenic needs (risk factors that lead to anti-social/criminal behavior) and barriers to treatment. Individualized case plans are developed for each client receiving intensive level services. Evidence-Based Practice case management principles, individual cognitive behavioral interventions, and referrals to collaborative agencies and community-based organizations are made to address targeted risk factors.

Supervises and provides services to adult clients who are moderate to high risk to re-offend with a history of violence and/or weapon possession, and AB 109 Public Safety Realignment cases.

Supervises and provides services to clients who are moderate to high risk to re-offend in the community and specialized caseloads for domestic violence and sex offenses. OFS also provides specialized case management and court officer services for Mental Health Court, Veteran’s Court, and Military Diversion.

Supervises and provides services to adult clients who are moderate to high risk to re-offend with a history of violence and/or weapon possession, and AB 109 Public Safety Realignment cases. VPPR also provides a Drug Court Officer for Re-entry Court clients.

Supervises and provides services to clients assessed at moderate to high risk to re-offend in the community and specialized caseloads of domestic violence and sex offenses.

Supervises and provides services for clients assessed at moderate to high risk to re-offend in the community, specialized caseloads of domestic violence and sex offenses, clients with a history of violence and/or weapon possession, and AB 109 Public Safety Realignment cases.

Supervises and provides services to clients who are moderate to high risk to re-offend in the community and specialized caseloads for domestic violence and sex offenses. ECFS also supervises low-risk offenders and cases that have resulted in a lower level of supervision based on compliance with court orders and case plan goals.

Supervises and provides services for first-time and multiple DUI offenders misdemeanor offenses only.

The first time DUI offenders are required to report via mail within 10 days when there is a change of residence and/or a law enforcement contact or arrest.

The multiple DUI offenders are required to report monthly via the kiosk.

In order to have your case converted to Conditional Revocable Release, also known as informal or court summary probation, you must complete the following:

• Complete the Driving Under the Influence Program
• Comply with Ignition Interlock Device (IID) for period ordered by the court
• Pay fine balances and/or victim restitution in full.

DUI Reporting Form

The KIOSK is an alternative means of supervising low risk offenders identified through evidenced-based practices and risk assessments, and the Court has placed on formal probation. In addition, long term and higher risk offenders who, after a period of successful active supervision under a probation officer, have been re-evaluated as a low risk to the community based on their compliance with their terms and conditions of probation, may also be reduced to this lower level of supervision.

Offenders are required to report to the KIOSK on a monthly basis. A KIOSK is located in Simi Valley, Oxnard, Camarillo, and Ventura probation offices for convenient reporting in the community in which offenders live and/or work.

The KIOSK requires a client specific Personal Identification Number (PIN) as well as a finger print verification to insure accurate identification of the reporting offender. Probationers answer computer generated questions both generic (address, phone number, employment or law enforcement contact) and specific to their offense (alcohol and/or drug use, counseling attendance etc). The questions are designed to monitor compliance with Court ordered terms and conditions and record information about the probationer. Probation officers can then access and audit computer generated reports detailing the probationers’ responses and reporting history as needed.

If an offender is not receptive or compliant on the lower level of reporting they can be re-evaluated and returned to a higher level of supervision.

Kiosk locations

In October of 2006, the Ventura County Probation Agency held a workshop facilitated by the Center for Sex Offender Management, U.S. Department of Justice that included stakeholders from throughout the county to assess and begin to improve sex offender management in Ventura County to prevent future victims. As a result, the Ventura County Sex Offender Management Team was created and has become a collaborative, multi-disciplinary team that meets on the first Monday of each month to address sex offender management issues in the county, and review current best practices.

The team is comprised of community adult supervision officers from County Probation and Federal Probation as well as Treatment providers, Law Enforcement Agents from the Sherriff’s department and the city police departments, polygraphers, the District Attorney’s Office and Victim services, the Public Defender’s Office, and the Defense Bar Association. Utilizing the Containment model approach, we not only address policies and standards but discuss, review and manage specific cases. Through this collaboration, the team has been able to achieve some important improvements in policies and practices in our county, including mandating polygraphs for all Sex Offenders on county supervision several years before for the state followed suit.
